Eg volumes can be rw, and tmpfs etc. The argument for requiring a rw /dev/shm is that it is part of the standard Linux userspace contract, although some programs do not need it of course.. Simply create a directory in /dev/shm and then symlink it to wherever you want. You can give the created directory any permissions you choose, so that other users can't access it.
